The Delhi government has announced a comprehensive “Proactive Winter Air Quality Management Framework,” setting in motion a series of pollution-control measures designed to tackle seasonal air pollution before it escalates. This strategic move signifies a shift from previous reactive approaches, aiming for advance preparedness for Delhi's notorious winter pollution.
Under the new framework, which operates alongside the revised Graded Response Action Plan (GRAP) of the Commission for Air Quality Management (CAQM) and is notified under the Environment (Protection) Act, 1986, stricter regulations are now in place. A key directive mandates that fuel will only be provided at petrol pumps across Delhi to vehicles possessing a valid Pollution Under Control Certificate (PUCC).
Further restrictions target commercial vehicles: non-BS-VI vehicles registered outside Delhi will be barred from entering the city between November 1 and January 31. Exemptions apply to CNG vehicles, electric vehicles, emergency service vehicles, and those engaged in government work. To discourage excessive private vehicle use and improve air quality, parking charges at authorized facilities will be doubled from November 1 to February 28.
To ease traffic congestion and bolster pollution control efforts, a staggered office-timing system will be introduced. Both government and private offices will operate with a maximum of 50% physical attendance, allowing the remaining employees to work from home. Essential and emergency services are exempt from this work-from-home mandate. Additionally, large construction sites and commercial high-rise buildings will now be required to deploy anti-smog guns as part of the broader efforts to combat airborne particulate matter.
