A major reform in India's labour landscape took effect on November 21, 2025, as four comprehensive Labour Codes replaced 29 central laws. The new framework—covering wages, industrial relations, social security, and occupational safety—creates a unified regulatory structure for wages, worker safety and social protections across the country.
Key benefits highlighted by the government include wider social security coverage, simplified compliance for employers, and updated wage norms that aim to reflect contemporary economic realities. The codes also emphasize clearer documentation and stronger enforcement to reduce disputes and improve workplace safety.
Specific provisions are already drawing attention, including the introduction of annual free health checkups for workers aged 40 and above, a move designed to boost preventive care and overall workforce well-being. The reforms also promise to extend social security to workers in the unorganised sector, including gig and informal workers, through new schemes and wider eligibility.
On the labour relations front, the codes aim to streamline union recognition and bargaining, with rules on how unions are formed and how negotiations are conducted. The government says this will balance the rights of workers with business needs, but opposition voices have voiced concerns. A Congress spokesperson criticised provisions around union formation and called some elements anti-national, arguing that workers' rights to organise should not be curtailed.Industry experts say the shift will take time to bed in, with teething issues around documentation and implementation. Yet many welcome the move as a leap toward simplicity, transparency, and a broader social safety net.
