The YSR Congress Party (YSRCP) has formally urged the Andhra Pradesh State Election Commission (SEC) to convene an urgent all-party meeting. This crucial discussion is sought to address various electoral concerns and clarify procedures well in advance of the upcoming local body elections. A copy of this significant representation has also been sent to the Election Commission of India (ECI).
In a letter dated October 7, YSRCP State general secretary and MLC Lella Appi Reddy emphasized the necessity of an inclusive consultation with all political parties. This, he stated, is vital to ensure free and fair elections and to uphold equal opportunities for both candidates and voters.
The YSRCP is pushing for this meeting to happen at the earliest, ideally before the formal election notification is issued.
They also requested that senior officials be present to help establish uniform guidelines across the State.
A key area of concern highlighted in their representation involves reported “delays and obstructions” in the issuance of critical documents like caste/community certificates, no-dues certificates, and no-objection certificates (NOCs) to prospective candidates.
Local officials have reportedly attributed these delays to widespread server failures.
The party is demanding an impartial inquiry into the role of senior Grama and Ward Sachivalayam (GSWS) officials and called for directives to district authorities to promptly resolve these administrative hurdles. Furthermore, citing fears of voter intimidation, political interference, and potential misuse of official machinery by the ruling party, the YSRCP has requested the deployment of Central Armed Police Forces (CAPF) to maintain order throughout the election process.
They also seek a review and rectification of ward delimitations across the State before finalization.
Regarding voter lists, the YSRCP insists that ward-wise electoral rolls for municipal elections should only be prepared after the completion of the Special Intensive Revision (SIR) and the publication of the final rolls, subject to any applicable judicial directions. Additional clarifications are sought on several other matters, including rules governing seat reservations and rotations, election schedules and phasing, nomination and scrutiny procedures, indirect election processes for Mayors and Chairpersons, enforcement of the Model Code of Conduct, the neutrality of election officials, and the establishment of a time-bound grievance redressal system.
Mr. Appi Reddy concluded by urging the SEC to circulate an agenda in advance of the meeting and to issue binding written directives afterwards.
This, he believes, will ensure consistent implementation of decisions across all districts.
