In Delhi's Janakpuri, a 25-year-old private bank employee, Kamal Dhyani, died after plunging into a nearly 15-foot-deep pit dug for a sewer pipeline rehabilitation project by the Delhi Jal Board. The incident, which happened on a Thursday night as he was returning home, has reignited concerns about safety on under-construction roads and the speed with which authorities respond to such emergencies. Family members had initially searched hospitals and corridors for him, only later realizing something grave had happened. His motorcycle was found near the collapsed trench, a stark clue on a night when quick, visible safety measures were sorely lacking.
Eyewitness Vipin Singh reported seeing the motorcycle lying in the pit and alerted a security guard at a nearby workshop. The guard then informed a labourer, Yogesh, who peered into the trench and spotted a human figure with a headlight still on. Yogesh alerted Rajesh Prajapati, a subcontractor involved in the project, at about 12:22 a.m. Prajapati, who lives in Tri Nagar, reached the spot within 15-20 minutes but did not inform police or any emergency authorities at that time. The information about the incident only reached police the next morning, around 8 a.m., triggering the formal inquiry that led to his arrest.
Delhi Police have detained the subcontractor, Prajapati, over allegations that he knew about the accident hours earlier yet failed to report it. Investigators say CCTV footage is being examined to determine the sequence of events and who might have delayed the response. The incident underscores the risks posed by ongoing infrastructure works on city streets and has prompted calls for stricter oversight and accountability for contractors. The Deputy Commissioner of Police (West) Darade Sharad Bhaskar outlined the timeline and stressed that authorities are pursuing all leads, including locating Yogesh, who is believed to be a resident of Uttar Pradesh.
Experts note that the death comes after a recent 8-point safety framework introduced in the wake of the Janakpuri incident, aiming to tighten safety protocols around road works and ensure rapid reporting of accidents.
