The Telecom Regulatory Authority of India (TRAI) has recently issued significant clarifications regarding the blocking of phone calls, particularly focusing on the 1600 and 140 number series. These guidelines aim to enhance the trustworthiness of essential communications while empowering consumers to manage unwanted promotional calls.
According to TRAI, calls originating from the 1600 number series are specifically designated for regulated entities such as banks, financial services, insurance providers (regulated by RBI, SEBI, IRDAI, PFRDA), and government bodies. These calls are meant for service and transactional communications with their existing customers or for government-to-citizen interactions. Crucially, no call-blocking application or service is permitted to block, tag, or filter these 1600 series calls. The primary objective behind this mandate is to ensure that critical information from these official sources reaches citizens reliably and without interruption, fostering a sense of trust in these communications.
On the other hand, the 140 number series is exclusively allocated to registered telemarketers for promotional communications. While apps cannot tag or filter these calls, TRAI has reaffirmed that consumers retain full control over them through the Do Not Disturb (DND) registry. Customers have the right to either allow or block promotional calls from entities of any or all sectors by updating their preferences on the DND registry. If a customer has blocked specific sectors, they will not receive 140 series calls from those entities. This mechanism provides a robust solution for individuals to manage and reduce the influx of unsolicited promotional calls.
These clarifications come amid an ongoing dialogue, including with caller identification apps like Truecaller, regarding the identification and blocking of various call types. TRAI's stance emphasizes a dual approach: safeguarding essential and trustworthy communications from being blocked, while simultaneously giving consumers the power to opt out of promotional calls they don't wish to receive.
