India, Russia Commit to Deeper Defence Collaboration at Delhi Meeting
During the 22nd session in New Delhi, India and Russia reaffirmed partnerships, targeting cutting-edge tech, stronger domestic defense manufacturing under Aatmanirbhar Bharat, and boosted exports ahead of Modi-Putin.
The 22nd session of the India-Russia Inter-Governmental Commission on Military and Military Technical Cooperation was co-chaired by Russian Defense Minister Andrei Belousov and Union Defense Minister Rajnath Singh on Thursday, December 4, 2025, at the Manekshaw Center in New Delhi.

According to the Ministry of Defence, both parties reaffirmed that the bilateral partnership is based on strong mutual trust, common values, and enduring respect. The meeting takes place before Prime Minister Narendra Modi and Russian President Vladimir Putin's 23rd India-Russia Annual Summit.

According to the Ministry, Mr. Singh highlighted new opportunities for cooperation in cutting-edge and specialized technologies and emphasized India's commitment to bolstering its domestic defense manufacturing ecosystem under the Aatmanirbhar Bharat vision. Mr. Singh emphasized that India wants to increase defense exports as well as domestic capability.

Mr. Belousov emphasized the two countries' longstanding friendship and cooperation while reiterating Russia's intention to strengthen the strategic alliance. According to him, the Russian defense sector is prepared to assist India's efforts to become self-sufficient in its defense manufacturing. According to the Ministry of Defense, he also invited Mr. Singh to travel to Russia to co-chair the 23rd Inter-Governmental Commission session in 2026.

The 22nd meeting protocol, which outlined ongoing projects and potential areas of cooperation, was signed as the meeting concluded. Overall, the meeting in Delhi showed that India and Russia remain close partners in defence and are committed to strengthening their cooperation further.
