Opposition Moves No-Confidence Against Lok Sabha Speaker Om Birla

In a move that underscores the growing rift in Parliament, the Congress-led opposition submitted a no-confidence motion against Lok Sabha Speaker Om Birla on Tuesday, under Article 94(C). The notice was handed over to the Secretary-General by Chief Whip K. Suresh and party Whip Jawed Ahmed as the House was adjourned for the day. The Opposition argues Birla has repeatedly allowed a partisan approach and denied Leader of the Opposition Rahul Gandhi space to speak during debates on the Motions of Thanks to the President's Address.

The notice carries 119 signatures, including DMK's T.R. Baalu and SP's Dimple Yadav. Notably, Trinamool Congress lawmakers did not sign, and Rahul Gandhi did not sign the document, a point the Opposition has cited as part of their critique. The Congress and its allies contend that the Speaker has not acted as an impartial facilitator of debate, pointing to recent suspensions and disruptions in the House as evidence. The notice also highlights that while a BJP member was permitted to deliver personalised attacks on two former prime ministers, the Opposition claims no action was taken against him despite repeated requests.

Under Rule 94(C), a member can move to remove the Speaker with at least 14 days’ notice. The move signals the Opposition’s resolve to press the issue publicly and tests whether Birla can maintain neutrality amid a charged parliamentary agenda. With the House adjourned till 2:00 p.m., party leaders and analysts say this development could shape the Budget Session’s remaining days as critics gauge the likelihood and potential impact of a removal resolution. The Opposition has signalled its intention to pursue the matter further, even as the government emphasizes the need for orderly proceedings and decorum in Parliament.
