Terror Charges: Alleged Plot to Target Manchester Jewish Community

Two Iranian nationals have been charged with terror offences in connection with an alleged plot to target the Jewish community in Manchester. The arrests of Rahman Salehi, 35, from Salford, and Salam Ahmadyan, 36, from Liverpool, took place in Manchester's Northern Quarter on the eve of Yom Kippur, a significant day in the Jewish calendar.
The men are accused of preparing to commit an act of terrorism or assisting another to do so on or before September 20. Counter Terrorism Police (CTP) allege the suspects were in contact with an overseas third party, potentially in Iran, regarding the plot.
They are further accused of obtaining instructions to create a chlorine bomb, acquiring necessary components and equipment, and conducting research and reconnaissance of potential attack locations. Home Secretary Shabana Mahmood expressed her deep distress over the news, particularly for Manchester's Jewish community, as it marks one year since the Heaton Park Synagogue attack.
Mahmood also highlighted that both suspects arrived in the UK via small boats, one in 2020 and the other in 2023, with one granted asylum and the other having a live asylum claim. She reiterated the government's commitment to protecting Jewish communities, combating antisemitism, and strengthening border security.
Searches were conducted at addresses in Liverpool and Salford as part of the ongoing investigation.
Greater Manchester Police's Deputy Chief Constable, Terry Woods, reassured the public that robust policing plans for Jewish communities would continue, with increased visibility and engagement from officers.
The men are scheduled to appear at Westminster Magistrates' Court.
