Bhutanese PM Calls PM Modi "Avatar of Vishnu," Praises Leadership & Vision

The Prime Minister of Bhutan, Tshering Tobgay, has once again publicly expressed his profound admiration for India's Prime Minister Narendra Modi, stating he views him as an "avatar of Vishnu." Tobgay's comments, which he first made privately to PM Modi in 2019, were recently reiterated, affirming his belief that Modi embodies qualities of an "enlightened ruler."
Tobgay elaborated on his conviction, specifically identifying PM Modi as "Kalki," Vishnu's final avatar, associated with "overcoming disorder, restoring dharma and ushering in renewal." He recalled a meeting in Delhi in July 2019, when he met Modi as a private citizen after his party's electoral defeat. During this meeting, Tobgay thanked Modi for his support and referred to him as an "elder brother," not just due to age but for the affection shown.
Initially, Tobgay admitted he wondered if his strong statement was an overreaction.
However, upon reflection on Modi's long record, from his tenure as Gujarat's Chief Minister for nearly 13 years to his national leadership, Tobgay concluded his assessment was correct.
He highlighted Modi's role in making Gujarat a benchmark for growth, infrastructure, and investment, a vision later scaled up nationally with initiatives in manufacturing, financial inclusion, and technology.
What impressed Tobgay most was PM Modi's "unwavering dedication to serving his country and his people." He noted Modi's significant impact on how Indians perceive themselves and their nation, observing a "powerful belief in themselves and in their country." Tobgay linked these leadership qualities—wisdom, compassion, and courage—to Bhutan's Buddhist tradition and the concept of Rigsum Gonpo.
The Bhutanese PM also praised Modi's ambitious "Viksit Bharat" (Developed India) vision, aiming for India to become a developed nation by 2047. He sees this as a national mission with a clear deadline, reflecting the aspirations of 1.4 billion Indians, encapsulated in the "Sabka Saath, Sabka Vikas" (Together with all, Development for all) motto.
Tobgay underscored that achieving such transformation requires difficult choices and sustained execution.
For Bhutan, the "Viksit Bharat" vision holds personal significance.
Tobgay stated, "Viksit Bharat means Viksit Bhutan," emphasizing the interconnected future of the two nations and the crucial role India's progress plays in Bhutan's own development. This statement underscores the deep diplomatic ties and mutual respect between the two leaders and countries.
