Pan Masala Cess Clears Lok Sabha to Fund Defence and Health
Parliament approves a health and national security cess on pan masala to fund defence modernization and public health programs, with revenue shared with states.
New Delhi — The Lok Sabha on Friday passed the Health Security se National Security Cess Bill, a measure aimed at raising revenue through a new cess on pan masala manufacturing units to support national security and public health. Government officials say the move is meant to prevent a repeat of UPA-era shortages in weapons, ammunition, and equipment by ensuring a steadier stream of resources for modern warfare capabilities.
Finance Minister Nirmala Sitharaman argued that modern conflicts are capital-intensive, driven by precision weapons, autonomous systems, space assets, and cyber operations. She cited the need for consistent funding to upgrade technology and infrastructure, and she referenced Prime Minister Modi’s Independence Day plan, Mission Sudarshan Chakra, to underscore the aim of protecting critical infrastructure and installations.
Details of the levy show the effective tax incidence on pan masala will drop from about 88% to 40% once GST compensation cess ends, with the product being taxed at the maximum 40% rate under GST for demerit goods. The government claimed the move will be cheaper for consumers after the tax ends, while opponents argued it burdened consumers and funded defence through everyday purchases.
Opposition criticisms included questions about whether pan masala buyers should finance national defence. The finance minister responded that raising revenue for targeted objectives of strengthening defence is a duty of the finance ministry. She also noted that the bill’s proceeds will be shared with states to support both national security programs and public health drives.
Officials say the fund will bolster modernisation programs addressing precision weapons, autonomous systems, space assets, and cyber capabilities, as well as infrastructure protection under Mission Sudarshan Chakra. While the move has drawn debate over consumer costs, supporters frame it as a pragmatic step towards a more secure, healthier nation and a more resilient economy.
