Judicial Infrastructure Key to Timely Trials, Says CJI Kant
CJI Surya Kant urges robust judicial infrastructure and specialized courts as the backbone for timely justice, warning delays erode dignity.
In a keynote at a symposium organized by the High Court Bar Association of Orissa, the Chief Justice of India, Surya Kant, stressed that the constitutional promise of a timely trial hinges on adequate judicial infrastructure. He warned that even the most sincere justice delivery system will collapse under logistical strain if courts remain too few and facilities too frail. The message was clear: infrastructure is not a line item in government expenditure, but a long-term investment in the Republic.
He described courtrooms, staff, technology, and basic facilities as the skeleton of justice itself, insisting they are essential for upholding the rule of law. When these elements are strengthened, the justice system becomes more capable of delivering timely decisions, he noted, pointing to successful models already in the system where specialised courts in family, commercial, and criminal law have shown that smarter dockets can improve outcomes without sacrificing quality.
A central part of his address was the call for broader adoption of these proven models, urging that they become the norm rather than the exception. He argued for exclusive courts dedicated to time-bound trials in cases with national and international ramifications, arguing that when the docket is intelligently structured, justice can be faster and more predictable.
The CJI emphasized that the justice system cannot work in isolation from the executive and the legislature, using a vivid analogy: institutional imbalance is like a tricycle missing a wheel. He urged balanced judicial reforms and cautioned against overreliance on technology, stressing that technology should assist human effort rather than replace it. The overarching aim, he said, is to replicate successful frameworks across more courts and states, thereby strengthening the Republic and ensuring that timely trials become the norm rather than the exception.
