India and Russia to sign labour mobility pact during Putin's New Delhi visit
A bilateral mobility agreement will protect Indian workers and open pathways for thousands of skilled professionals in Russia amid Putin's December trip to New Delhi.
India and Russia are preparing to sign a bilateral mobility agreement during President Vladimir Putin's visit to New Delhi in the first week of December. The pact aims to establish a clear framework for legal migration, safeguard workers' rights, and expand the pool of skilled Indian professionals in Russia, where a rapid industrial transformation has created a demand for qualified talent. The agreement envisions legal protections for current Indian workers and creates pathways for thousands more across industries such as construction, textiles, engineering and electronics. By year's end, authorities expect more than 70,000 Indian nationals to be officially employed in Russia under quotas managed by the Russian Ministry of Labour.
The Moscow-based Indian Business Alliance (IBA) has welcomed the mobility initiative, describing it as a strategic milestone in deepening India-Russia ties. IBA President Sammy Manoj Kotwani said the move represents a win-win: it provides Russia with the skilled manpower it needs while ensuring secure and dignified employment for Indian professionals. To prevent past misuses of recruitment and protect workers, the IBA plans to collaborate with both governments and business partners to offer orientation and language programs and to promote fair recruitment channels and ethical employment standards. The alliance also intends to coordinate with the Embassy of India in Moscow and regional Russian authorities to smooth the integration and welfare of Indian workers in Russia.
