The Union Ministry of Home Affairs (MHA) has recently announced significant amendments to the Foreign Contribution (Regulation) Rules, 2011, making it mandatory for all Non-Governmental Organizations (NGOs) and associations registered under the FCRA, 2010, to declare their social media accounts. These new regulations, notified on June 22, 2026, aim to bring greater transparency and accountability to how foreign funds are received and utilized in India.
This marks the tenth amendment to the FCRA rules since their initial publication in 2011, with previous changes occurring in 2015, 2019, 2020, 2022, 2023, 2024, and the latest prior amendment on May 26, 2025. The latest update, known as the Foreign Contribution (Regulation) Amendment Rules, 2026, reinforces the government's commitment to ensuring that foreign contributions are used strictly for the purposes for which they are intended.
Under the revised rules, NGOs are now required to explicitly disclose their specific activities and the geographical scope of their programmes. A key change also includes the exclusion of proselytisation from faith-based activities, further defining the permissible scope of operations for these organizations. Crucially, any form of political content is now explicitly barred, signaling a clear move to prevent foreign funding from influencing political discourse or activities within the country.
These amendments are expected to tighten the oversight on NGOs, ensuring they adhere strictly to their stated objectives and do not divert foreign funds for unintended or unauthorized activities, particularly those with political implications.
