The United States and Ukraine wrapped up a round of discussions in Hallandale Beach, Florida, that both sides described as productive as they push forward Washington’s plan to end Russia’s war with Ukraine. Yet U.S. Secretary of State Marco Rubio warned that there is “more work to be done” and that the negotiations remain delicate and complicated. A Kyiv delegation source called the talks “not easy,” underscoring the complexity of aligning Washington’s proposals with Kyiv’s expectations.
The Florida session followed earlier discussions in Geneva and is part of a broader effort that could set the stage for a future visit to Moscow by Steve Witkoff, Trump’s envoy, who is expected to confer with Russian President Vladimir Putin as part of the ongoing discussions. Rubio spoke after another productive session, noting progress while emphasizing the need to handle “moving parts” and the involvement of additional parties in the equation. Kiev’s side was represented by Rustem Umerov, the secretary of Kyiv’s security council, along with senior military staff and presidential advisers.
While officials framed the talks as constructive, observers cautioned that the path to a formal peace framework remains fraught. The discussions take place against a backdrop of continued Russian attacks and mounting domestic pressures in Ukraine, including fallout from a corruption scandal. Despite the challenges, officials on both sides signaled a readiness to push ahead, outlining the outlines of a potential peace deal and signaling that further high-level engagement could come in the days ahead as Witkoff moves toward Moscow.
