Karnataka Chief Minister D.K. Shivakumar has issued a stern warning to bureaucrats, emphasizing that any laxity or negligence in managing the state's severe drought situation will not be tolerated. During a recent video conference with Deputy Commissioners and Chief Executive Officers of zilla panchayats, Shivakumar made it clear that providing drinking water, ensuring fodder for animals, facilitating crop loss insurance, and digging borewells in rural areas are immediate top priorities.
The Chief Minister stressed the importance of officials undertaking diligent field visits to understand the ground realities, rather than relying solely on paperwork and data. He highlighted that Central teams would soon be visiting affected areas for inspection, and urged officials to be thoroughly prepared with accurate facts and figures to present effectively. "All the data and statistics will be cross-checked with the ground reality. So don’t just give numbers without verification," he stated, underlining his administration's commitment to verifiable action.
Karnataka is currently grappling with a massive rainfall deficit, which has significantly impacted agricultural activities. Sowing rates stand at a mere 32%, with most of the state's 31 districts experiencing deficient rainfall. Water levels in reservoirs are alarmingly low, nearing dead storage. Shivakumar assured that his government is proactively engaging with all stakeholders to support the farming sector through this critical period.
This agrarian crisis presents a significant political challenge for CM Shivakumar, reminiscent of the struggles faced by his mentor, S.M. Krishna, during his tenure. Krishna's administration also battled severe droughts, which drew criticism from opponents who argued he prioritized urban development over rural distress. Shivakumar now faces the delicate act of balancing Bengaluru's continued infrastructure growth with the urgent needs of the drought-stricken rural populace. While modern drought management systems offer some advantages, the persistent rainfall deficits ensure that this remains a politically sensitive issue. The Chief Minister's strong stance aims to ensure farmers do not suffer due to administrative apathy and that the state is prepared for any crisis arising from the ongoing drought.
