India to Unveil VBSA Bill: A Single Regulator for Higher Education

New Delhi will soon see the introduction of the Viksit Bharat Shiksha Adhishthan (VBSA) Bill in the winter session of Parliament in 2025. The legislation aims to create a commission that helps universities and other higher educational institutions become independent self-governing entities and promotes excellence through a robust, transparent system of accreditation and autonomy.

The bill envisions a 12-member VBSA Commission consisting of three wings—the Regulatory Council, Accreditation Council, and Standards Council. It would bring together presidents of these councils, the Union higher education secretary, two eminent academicians, five other experts, and a member secretary. Appointments would be made by the Centre through a three-member search panel, and the act would provide immunity from prosecution for office-bearers acting in good faith.

Provisions also include penalties for non-compliance: a fine ranging from ₹10 lakh to ₹30 lakh for contraventions not rectified, with higher penalties of at least ₹75 lakh or suspension for repeated offences. The Commission would provide high-level strategic direction for holistic growth and craft a roadmap to transform higher education into large, multi-disciplinary education and research institutions, operating in a competitive global environment. It would also oversee the education ministry’s function of grants disbursal once the reform takes full effect.

Stand-alone teacher training institutes would come under uniform accreditation standards, aligning with NEP 2020 objectives and moving toward a streamlined regulatory framework. The VBSA Bill seeks to replace UGC, AICTE, and NCTE under a single umbrella, promising a unified approach to regulation, accreditation, and learning outcomes across universities and colleges.
