Florida AG Probes ChatGPT's Role in FSU Shooting

Florida's attorney general has opened a criminal investigation into OpenAI's ChatGPT to determine whether the artificial intelligence app provided guidance to the gunman responsible for the Florida State University shooting last year. The case centers on whether the chatbot might have offered suggestions about the type of firearm, ammunition, close-range effectiveness, or timings and locations that could have increased casualties. Prosecutors have reviewed chat logs between ChatGPT and the suspect, Phoenix Ikner, to assess potential criminal culpability. "If it were a person on the other end of that screen, we would be charging them with murder," the attorney general said, noting that the investigation ventures into uncharted territory by examining a chatbot's role in a crime.

The Florida Office of Statewide Prosecution has subpoenaed OpenAI for records including its policies and training materials related to threats of harm and how it reports possible past, present, or future crime. OpenAI spokesperson Kate Waters described the FSU shooting as tragic but said the company bears no responsibility for the actions of individuals. She added that OpenAI has cooperated with investigators and that ChatGPT provided factual responses based on information available from public sources.

This probe raises difficult questions about liability for AI tools and the balance between innovation and public safety. While prosecutors emphasize they are analyzing whether the chatbot could be held criminally liable as a tool, the inquiry also signals a broader push to scrutinize how AI systems respond to violent or criminal scenarios and what accountability mechanisms should exist for developers and platforms. The investigation is ongoing, with officials careful to distinguish between the AI as a product and the actions of a human user.
