The Andhra Pradesh budget for 2026-27 was unveiled with a total outlay of ₹3,32,205 crore, signaling a clear shift toward infrastructure-led growth while keeping a tight rein on public finances. Finance Minister Payyavula Keshav outlined a plan that aims to balance development with fiscal prudence, aiming to bolster investor confidence and accelerate long-term progress. The budget comes as the state projects a robust expansion in its economy, with the Gross State Domestic Product (GSDP) expected to reach ₹19.75 lakh crore in 2026–27.
Revenue expenditure is pegged at ₹2,56,142 crore, while capital expenditure stands at ₹48,697 crore. The revenue deficit is estimated at ₹22,002 crore, about 1.11% of GSDP, and the fiscal deficit is projected at ₹75,868 crore, or 3.84% of GSDP. These figures underscore a commitment to infrastructure development without sacrificing financial stability.
A key part of the administration’s message is debt management. The government says it is renegotiating high-cost borrowings inherited from the previous regime, with interest rates on several loans brought down to 9% or lower. So far, interest costs on loans worth ₹43,298 crore have been reduced, yielding annual savings of ₹327 crore. The minister stressed that the plan would streamline debt and lower the burden on the state’s finances, enabling greater room for essential services and capital projects.
The budget also hints at strategic wealth creation, including the proposal to establish an AP Wealth Fund with a seed corpus of ₹100 crore. This fund is intended to attract private equity participation to build long-term wealth for the state and fuel investment in critical sectors. Education, welfare, and fiscal reforms are highlighted as priorities, with a continued emphasis on expanding access to quality schooling and social programs while pursuing a disciplined fiscal path.
Overall, the budget positions Andhra Pradesh as one of the faster-growing regional economies, aiming to translate fiscal stability into tangible improvements in infrastructure, jobs, and public services. While expert opinion notes the importance of execution, the plan’s emphasis on reducing debt costs and creating new wealth-generating avenues could attract renewed investor interest and support sustained growth.
