Kerala Unveils Vision 2031: Growth, Justice, Climate Resilience
Kerala outlines Vision 2031 at a international conference, aiming for inclusive growth, technology-led development, and climate resilience with broad societal participation.
Kerala Chief Minister Pinarayi Vijayan launched Vision 2031 with a bold call to write a new chapter for the state. In inaugurating the three-day international conference on Development and Democracy organized by the State Planning Board, Vijayan described the human development gains Kerala has achieved as not the end of a path but the starting point for a fresh phase of progress.
He said the coming five years offer Kerala an opportunity to knit together growth and justice, technology and humanity, modernisation and sustainability. 'Kerala’s history shows that such a balance is possible,' he added, emphasizing that success hinges on collective effort from society, not just government action.
A key aim of Vision 2031, which brings together more than 120 international experts, is to chart the next phase of the state's development journey. As Kerala approaches its 75th year in 2031, the government wants to focus on a productive, knowledge-based economy; an inclusive and just society; a climate-resilient state; and a democracy that values participation and discussion.
Vijayan also flagged fiscal constraints and Centre-led borrowing and revenue centralisation as ongoing challenges for the state. Notably, economist Amartya Sen and historian Romila Thapar joined the inaugural session online, underscoring the conference's international gravitas.
Officials say the Vision 2031 framework will rely on broader social participation and cross-sector collaboration to realise these goals while navigating internal and external financial pressures.
