In Mumbai, the foundation stone for the new Bombay High Court complex in Bandra East was laid as Chief Justice of India Bhushan Gavai addressed a gathering on Wednesday, November 5, 2025. He urged that the project embody constitutional values and place service to citizens at the forefront, rather than dazzling design.
The CJI framed the building as a public temple of justice rather than an imperial landmark, saying, "This building should be a temple of justice and not a seven-star hotel." He also cautioned against extravagance, stressing that while grandeur may be appropriate, the needs of litigants must remain paramount. He highlighted a practical detail, noting that "one lift is provided to be shared by two judges," underscoring that judges are not feudal lords but serve common citizens.
Gavai reminded attendees that the judiciary, like the other branches of government, must function under the Constitution to serve the last citizen of the country. He said, "we exist for the needs of citizens," and emphasized that planning court buildings should balance judges’ needs with accessibility for the public. He also acknowledged the concern raised by some about the project’s cost, remarking that he had read reports labeling the building extravagant and asserting the importance of aligning infrastructure with democratic values.
As he spoke, the CJI reflected on his tenure, noting that he assumed office on May 14, 2025, and that this was his last visit to Maharashtra before demitting the top judicial post on November 24. He said he was satisfied with the state’s judicial infrastructure and expressed gratitude for the opportunity to lend his support to what he called the best court building in the country.
The ceremony marks a milestone in Maharashtra’s judicial development, signaling a commitment to accessibility and efficiency for litigants while preserving the ideals of democracy and constitutionalism. The project aims to deliver a modern facility that upholds justice with humility and transparency, ensuring that the court remains approachable to every citizen.
