A major corruption scandal has rocked the Delhi government's health department with the arrest of Dr. Vatsala Aggarwal, the former Director General of Health Services (DGHS). The Anti-Corruption Branch (ACB) took Dr. Aggarwal into custody on Saturday, June 27, in connection with an alleged multi-crore procurement scam involving essential medical supplies. This development comes just days after Dr. Vijay Kumar Ranga was also apprehended in the same ongoing investigation; he was later remanded to four days’ police custody by a Delhi court.
The scam centers around accusations of large-scale financial irregularities in procurements handled by the Central Procurement Agency (CPA), which operates under the DGHS. Officials allege that hundreds of crores of rupees were misused through manipulated tender processes. The Directorate of Vigilance first flagged suspicious transactions and potential procedural violations, prompting the current probe.
Investigators claim that a wide array of medical items, including portable X-ray machines, bed sheets and linen, C-arm radiological equipment, anaesthesia workstations, oral rehydration solution (ORS), surgical consumables, and various medicines, were procured at significantly inflated rates. It's further alleged that tender specifications were custom-designed to favor specific suppliers, effectively sidelining genuine bidders and leading to a massive misuse of public funds.
The ACB registered a case on June 2, invoking relevant provisions of the Prevention of Corruption Act and criminal conspiracy sections of the Bharatiya Nyaya Sanhita. As part of the ongoing investigation, authorities are meticulously scrutinizing procurement records, tender files, and other related documents.
Before her arrest, Dr. Aggarwal had been removed from her DGHS post on May 21 and was initially placed "awaiting posting" before being transferred to Guru Teg Bahadur Hospital. She was subsequently suspended following directions from Delhi Lieutenant Governor Taranjit Singh Sandhu, a measure taken to facilitate disciplinary proceedings against her.
