New Zealand's Prime Minister Christopher Luxon has unveiled a significant proposal: a nationwide ban on social media for children under the age of 16. Luxon stated on Monday, August 24, 2026, that the move aims to address the "harm being done to a generation" of young people.
The proposed legislation seeks to tackle the growing concerns around children's exposure to harmful content, the addictive nature of online platforms, and the detrimental impact on their mental health, sleep, and educational development. A 2025 study revealed that a staggering one-third of New Zealand teenagers spend at least five hours a day on social media, highlighting the scale of the issue.
Under the proposed ban, major social media platforms such as Instagram, TikTok, Snapchat, and Facebook would be required to implement "reasonable steps" for age verification. This could involve using existing account information, facial age estimation, digital ID services, or formal identification to ensure users are over 16. Non-compliant platforms could face hefty penalties, reportedly up to 10% of their global revenues.
However, the path to enacting this law is currently challenging.
The bill has yet to garner sufficient political support, with two of the three parties in Luxon's coalition government indicating they would vote against it. Furthermore, there wasn't enough time for the bill to pass through the required three rounds of voting before Parliament dissolves on October 1, ahead of November's election.
Despite the current hurdles, Prime Minister Luxon has affirmed his intention to reintroduce the legislation if re-elected.
New Zealand would join a growing list of countries worldwide that are either introducing or contemplating similar age restrictions for social media access.
It's important to note that the proposed ban specifically excludes messaging platforms like WhatsApp, online gaming platforms such as Roblox, and AI productivity tools like ChatGPT, Gemini, and Copilot, focusing instead on mainstream social networking sites.
