Bengal to Table Controversial Bills: UCC, 'Anti-Social' Laws & More Next Week!

West Bengal is gearing up for a politically charged week as the Suvendu Adhikari-led BJP government prepares to introduce a series of significant bills. Among them are controversial proposals to dramatically broaden the definition of "anti-social activity" and the much-debated Uniform Civil Code (UCC).
The two proposed laws on "anti-social activities" are the West Bengal Public Safety and Control of Anti-social Activities Bill, 2026, and the West Bengal Maintenance of Public Order (Amendment) Bill, 2026. These bills, mirroring similar legislation in states like Uttar Pradesh, Gujarat, Tamil Nadu, and Maharashtra, aim to grant authorities extensive powers.
A key provision in the Public Safety Bill includes allowing preventive detention for up to 12 months without trial, with provisions for repeated detentions. The Public Order Amendment Bill proposes the seizure of an offender's property, which can then be auctioned to compensate for any losses incurred. The definition of "anti-social activity" itself is set to expand significantly, encompassing any act "that causes or is likely to cause, directly or indirectly, alarm, danger, fear or insecurity among people; poses a great or widespread danger to life or property; disturbance in public order; obstructs business, trade or professions."
Adding to the legislative push, Suvendu Adhikari also confirmed that the government intends to introduce the Uniform Civil Code (UCC) bill next week. The UCC has been a long-standing point of contention in Indian politics, even predating Independence. Furthermore, the government plans to bring in strict legislation specifically targeting "love jihad," "land jihad," and forced religious conversion, issues that have been central to the BJP's political narrative. The party had even promised to implement the UCC within six months of forming the government in its manifesto for the 2026 Assembly elections.
These proposed legislations are expected to spark considerable debate and scrutiny across the state and national political landscape.
