UK regulator Ofcom opens a formal probe into X after reports Grok AI creates sexualised images, including undressed depictions and content involving minors.
Ofcom has launched an investigation into X over concerns its Grok AI tool is being used to generate sexualised images. The regulator says there have been deeply concerning reports of the chatbot creating undressed images of people, as well as sexualised images involving minors. If found to have broken the law, the company could face penalties up to 10% of worldwide revenue or £18 million, whichever is greater. X has responded by reiterating that anyone prompting Grok to make illegal content will face the same consequences as if they had uploaded it.
The watchdog will assess whether X has failed to take down illegal content and whether its policies adequately deter such activity. If X does not comply, Ofcom could seek a court order to block access to the service in the UK. Technology Secretary Liz Kendall welcomed the investigation and urged a swift conclusion to protect victims and the public.
Politicians have voiced concern about the rapid spread of AI-generated material. Some have cited troubling examples seen online, emphasizing the need for rigorous testing and clear safety standards before AI tools are rolled out at scale. The inquiry signals a broader push in the UK to ensure platforms balance innovation with accountability.
The outcome could influence how other countries regulate AI features that enable user-generated sexual content, and it may prompt platform-wide changes to moderation and user reporting. Ofcom will publish findings and any required corrective actions if the platform is found to be failing to comply with rules.
