Tamil Nadu is bracing for the severe climatic impacts of a Super El Niño event, with 12 districts expected to be particularly affected. Agriculture Minister R. Vinoth announced on Thursday (August 6, 2026) that the state government is fully prepared, having drawn up comprehensive contingency plans to mitigate the effects. These District Agricultural Contingency Plans, prepared by the Tamil Nadu Agricultural University, have been communicated to District Collectors, and all necessary steps are being taken for their full implementation.
Presenting the Agricultural Budget in the Assembly, Minister Vinoth highlighted the anticipated severe climatic challenges across the country, especially during the Kuruvai season. He emphasized that the state's proactive measures are designed to safeguard its agricultural sector and ensure the well-being of farmers.
A cornerstone of the state's strategy is the ambitious plan to bring 100% of cultivated area under crop insurance. For the 2026-27 period, the Pradhan Mantri Fasal Bima Yojana (PMFBY) will be implemented across 14 clusters, encompassing all 37 districts of Tamil Nadu. The scheme will cover all notified crops during the Kuruvai, Samba, and Rabi seasons, with a substantial allocation of ₹648.55 crore from the State's funds. This initiative is projected to provide insurance coverage for an impressive 36 lakh acres of cultivated land, benefiting approximately 15 lakh farmers. The government has also assured adequate funds to facilitate the enrollment of all eligible farmers who voluntarily join the scheme.
Beyond immediate climate challenges, the budget also outlined long-term goals for food security. The Minister set a target to produce 131 lakh metric tonnes of food grains over the next five years. For the upcoming 2026-27 fiscal year, the immediate target is 125 lakh metric tonnes of food grains, alongside increased production goals for pulses and vegetables.
Amidst the budget presentation, the day also saw some political discourse. DMK MLAs wore black in the Assembly, protesting the TVK-led government’s handling of the Cauvery issue. Additionally, Udhayanidhi alleged that the TVK government was merely rebranding schemes initiated by the DMK. Despite these political undertones, initial reactions suggest the TVK government's maiden budget has generally resonated positively with the industry.
