EU Rejects Putin’s Negotiator Picks: 'We Decide Who Speaks for Europe'

European Union foreign ministers gathered in Cyprus this week with a clear message for the Kremlin: Russia will not be the one to decide who represents Europe in future peace negotiations. As the war in Ukraine stretches past the four-year mark, the bloc is working hard to present a united front before any potential talks with Moscow begin.

The informal meeting comes at a critical time. With the United States increasingly focused on its own conflicts elsewhere, specifically with Iran, Kyiv is pushing for Europe to take a more active role in bringing the conflict to an end. However, the EU is wary of Russian tactics intended to divide the member states.

The tension recently spiked after President Vladimir Putin suggested that former German Chancellor Gerhard Schroeder—a known personal friend of the Russian leader—could serve as a mediator for Europe. This proposal was met with a firm rejection from European leaders. EU foreign policy chief Kaja Kallas described the move as a strategic "trap" designed to distract the bloc by making them argue over personalities rather than core issues.

Kallas emphasized that negotiation is a team effort and that the substance of the talks is far more important than who is sitting in the chair. The goal of the meeting in Cyprus is to define the EU’s core requests and interests so that when they finally do reach the negotiating table, there is no ambiguity about their position.

Italian Foreign Minister Antonio Tajani echoed this sentiment, stating bluntly that it is Europe’s decision, not Putin’s, to name their negotiator. As the Kremlin signals a potential openness to talks, the EU is making it clear that they will enter any discussion on their own terms, maintaining their support for Ukraine’s victory while seeking a path toward a lasting peace.
