Maoist committee offers to surrender in MMC states by Jan 1

A Maoist zonal committee has said its cadres are prepared to give up arms and join the mainstream by January 1 if governments in Maharashtra, Chhattisgarh, and Madhya Pradesh offer security guarantees and a transparent rehabilitation process. The MMC Special Zonal Committee, through spokesman Anant, said the surrender would depend on creating an atmosphere conducive to a peaceful transition and requested a temporary halt to security force operations in Maoist-affected areas until the surrender process concludes.

Security forces have killed more than 270 Maoists in the past year, while about 1,225 cadres have surrendered and 680 have been arrested. The death of Maoist chief Nambala Kesava Rao, alias Basavaraju, on May 20 is noted as a major setback for the movement. The Union government has said the number of Left-Wing extremist districts has fallen to 11 from 18 since April, underscoring a shrinking footprint of the revolt.

In the letter addressed to the chief ministers, Anant urged the three states to create an environment for a peaceful transition and asked for a meeting between government representatives and Maoist interlocutors in Madhya Pradesh. The letter also referenced comments by Chhattisgarh chief minister Vishnu Deo Sai, who indicated that a surrender process could be completed in 10 to 15 days.

Anant said neither side should initiate offensive action until January 1, and he proposed a temporary halt to hostilities for the surrender period while the programme is rolled out. The offer signals a potential avenue for negotiated disengagement, though it hinges on credible safety guarantees and a transparent rehabilitation framework.
