Modi to Inaugurate India's 1st Greenfield Refinery-Petrochemical Complex in Rajasthan

Prime Minister Narendra Modi will visit Rajasthan on Tuesday to dedicate India’s first greenfield integrated refinery-cum-petrochemical complex at Pachpadra in Balotra. This landmark project, developed as a joint venture between Hindustan Petroleum Corporation Limited and the Government of Rajasthan, represents a major milestone in the country’s energy and petrochemical landscape. The nine million metric tonnes per annum refinery-cum-petrochemical facility is expected to anchor new capacity and create downstream opportunities for the region.

The facility combines refining with petrochemical production, aiming to enhance energy security by reducing imports and expanding domestic manufacturing capabilities. The complex is designed to support a robust supply chain for essential petrochemical products, while integrating advanced process technologies to improve efficiency and reliability.

With an investment of more than ₹79,450 crore, the project signals a long-term push towards self-reliance in energy and chemicals. Commercial operations are anticipated to begin around July 2026, marking a new era for Rajasthan’s industrial footprint and for HPCL’s expansion in India’s energy sector.

The Prime Minister will address a public gathering on the occasion, underscoring the government’s emphasis on infrastructure-led growth and the role of energy projects in boosting employment and regional development.
