DMK MP Tiruchi Siva has moved a breach of privilege notice in the Rajya Sabha against Union commerce minister Piyush Goyal, under Rule 267, alleging he briefed the media on the India-US trade deal while Parliament was in session.
Siva argues that briefing the press on a major policy matter outside the House violates parliamentary convention and the dignity of the House. He points to established practice cited in texts by MN Kaul and SL Shakdher, which say policy statements should be made in Parliament when it is in session.
In his notice, Siva also seeks a discussion on the implications of the trade deal for farmers and domestic industries, arguing that the details released to the media could shape policy without the House's formal input.
The DMK leader cited past instances to illustrate the norm: in 1980, LK Advani objected to a government announcement outside the House during a different matter, and in August 2000 a Rajya Sabha chairman's ruling stressed that major policy statements should be made in the House when Parliament is in session.
The matter is expected to be reviewed by the Rajya Sabha Chairman, and Goyal has already made a statement in the House.
