Hyderabad's Land Transformation Policy Faces Opposition Over HILTP

The Telangana State Government has unveiled the Hyderabad Industrial Lands Transformation Policy (HILTP), aimed at converting industrial land within and around the Outer Ring Road into productive, mixed-use urban spaces. The plan envisions a multi-zone approach that blends residential, commercial, institutional and recreational areas with IT/ITES facilities, seeking to better align aging industrial belts with the city’s growth.

Officials say about 9,292 acres have been identified for transformation, including standalone tracts spread over around 2,000 acres. The targeted zones include historic industrial corridors near Balanagar, Kattedan, Kukatpally, Nacharam, Moula Ali, Uppal, Jeedimetla, Patancheru, Ramachandrapuram, Hayatnagar and Chandulal Baradari, now tightly woven into Hyderabad’s urban core.

The government frames the move as a necessary response to rapid urbanisation and the encroachment of the city’s core by old industrial estates, which have become economically unviable due to obsolete technology, disrupted supply chains and mounting compliance costs.

But the policy has ignited a political row. Opposition leaders from the BRS and the BJP have called it a potential land looting scheme. BRS working president K.T. Rama Rao accused the government of trying to gift the lands to close associates at throwaway prices, while BJP leaders described the plan as a scam in the making.

Supporters argue the transformation could unlock new housing, business, and recreation, create jobs, improve infrastructure and reduce environmental and traffic pressures central to an expanding Hyderabad. Details on timelines, pricing, and safeguards are awaited as protests and briefings continue.
