The CBI has filed a 974-page appeal arguing that the Delhi liquor policy changes were not mere administrative decisions but foundational acts in furtherance of a pre-arranged quid pro quo, allegedly facilitated by the top leaders of the Delhi government and the AAP. There is unimpeachable evidence from senior bureaucrats pointing to the preconceived intent of Arvind Kejriwal and Manish Sisodia to formulate a tailor-made policy, including privatisation of the wholesale mode and the incorporation of manufactured and procured comments in the form of public opinions, as well as the exclusion of legal opinions urging a status quo. There is ample digital evidence to support the same.
