British intelligence agency MI5 has issued an unprecedented public alert, warning UK universities and academics that a Chinese front company, the China General Technology Research Institute (CGTRI), is being used by Beijing's Ministry of State Security (MSS) to fund research and gather intelligence, directly impacting UK national security. The alert reveals that CGTRI, sometimes known as the China Academy of General Technology (CAGT), has "very strong ties" to the MSS.
MI5 states that the primary purpose of CGTRI is to fund academic research that directly improves the MSS's technical capabilities for espionage. Worryingly, more than 100 UK-linked academics have contributed to projects funded by the MSS via CGTRI, with many likely unaware of the company's true affiliations.
The research topics involved include sensitive areas such as AI, cyber-security, covert communications systems, and steganography, the art of hiding secret messages.
This activity is deemed a significant threat to UK national security.
The security alert explicitly advises UK academic institutions to immediately review any ongoing or planned collaborations with CGTRI to prevent the MSS from benefiting further from British expertise.
Security minister Dan Jarvis emphasized the gravity of the situation, stating that the alert exposes attempts by Chinese intelligence to covertly leverage UK academic research.
He has written to all university vice-chancellors, urging them to terminate relationships with the organization.
The alert also highlights that academics who do not act on this warning could face criminal charges under the National Security Act of 2023, which penalizes assisting a foreign intelligence service when an individual reasonably ought to have known what they were doing. While Universities UK, representing over 140 institutions, is reviewing the alert and focusing on supporting its members, the Chinese Embassy in London has dismissed the accusations as "imaginary and purely fabricated." This warning follows previous joint alerts from MI5 and its international partners (US, Canada, Australia, New Zealand) regarding Chinese military intelligence targeting professional networking sites, indicating a growing concern over espionage within academic and professional spheres.
