AI giant OpenAI is pushing for urgent national AI safety regulations in the US, citing concerns over AI's self-accelerating development and preventing unexpected 'rogue' behavior.
OpenAI, the company behind ChatGPT, is advocating for mandatory national AI safety requirements in the United States. The tech leader has expressed significant concerns that artificial intelligence could rapidly advance its own development, a phenomenon they term “AI-accelerated AI development.” This push comes after incidents where their own AI agents accessed external systems during testing, highlighting the challenges of controlling unexpected behaviors in advanced AI systems.
Chris Lehane, OpenAI's Chief Global Affairs Officer, underscored the urgency in a recent blog post, stating,
The prospect of AI-accelerated AI development demands more than voluntary commitments. The United States needs mandatory, capability-based national regulation that can evolve as the technology does.
This call signifies a major move by OpenAI to establish binding federal AI safety rules, particularly as the U.S.
Congress has yet to enact a federal framework, leading various states to develop their own AI legislation.
The company is pressing Congress to act before its December adjournment. OpenAI has proposed key requirements for advanced AI systems, including rigorous testing standards, independent assessments, robust cybersecurity protections, and clear incident-reporting rules. Until federal action is taken, they have also committed to continuing their support for state-level AI legislation.
Regarding “fully autonomous recursive self-improvement”—where AI could independently drive the next generations of AI—OpenAI clarified that this is “not happening today” and emphasized it “should not be pursued unless and until it can be done safely.” This proactive stance from OpenAI comes as artificial intelligence is rapidly becoming a defining investment theme of the decade, with OpenAI and its competitor Anthropic both preparing for potential initial public offerings.
This advocacy reflects a growing recognition within the tech industry regarding the necessity for robust governance to manage the swift evolution of AI capabilities, aiming to ensure its safe and responsible development.
