The document argues that Europe faces civilisational erasure if current trends continue, and it signals Washington’s willingness to back nationalist movements within European countries to shape the continent’s trajectory. It also calls for Europe to take primary responsibility for its own defense while opening European markets to US goods and services. Within that framework, the strategy describes a realist approach in which American interests guide diplomacy, security, and economic policy across the Atlantic.
European officials quickly weighed in. Germany’s foreign minister, Johann Wadephul, stressed that the United States remains a vital ally on security but insisted that debates about freedom of expression and the organization of free societies should be led by Europe itself, not external actors. In Brussels and across the EU, leaders signaled a desire to engage but warned against any policy that undermines democratic norms or inflames nationalist sentiment.
