The Indian government has stepped in to clear the air regarding potential charges on the widely popular Unified Payments Interface (UPI) network. In a significant announcement on Saturday, August 8, 2026, the government confirmed that consumers will continue to enjoy free UPI transactions, putting an end to recent speculation. Furthermore, the vast majority of merchant transactions conducted via UPI will also remain free of charge.
This clarification addresses concerns that arose following an amendment to the Payment and Settlement Systems Act, 2007. The proposed change to Section 10A of the law was described as an "enabling provision" by the government, not an immediate imposition of a Merchant Discount Rate (MDR). The government stressed that all person-to-person UPI transactions will absolutely continue to be free.
Should any future Merchant Discount Rate (MDR) be introduced, it would only apply to a limited set of merchant transactions that exceed a specified threshold, and even then, at a nominal rate. This rate, the government assured, would be lower than the typical MDRs seen for debit and credit card transactions. The decision on such an MDR, if the Taxation and Other Laws (Amendment) Bill, 2026, passes Parliament, would rest with the UPI and Services Steering Committee, headed by the National Payments Corp. of India (NPCI).
The government explained that this proposed framework aims to build a more sustainable revenue model for UPI. With transaction volumes surging, reaching an astounding 2,366 crore transactions worth ₹29.9 lakh crore in July 2026 alone, the system requires continuous investment in cybersecurity, fraud prevention, and overall payment infrastructure to keep it robust and secure.
UPI, launched in 2016-17, has rapidly grown into the world's largest real-time payment system, not just within India but also expanding its reach globally, now live in 11 foreign countries. Several other nations have also expressed keen interest in adopting or integrating this innovative payment platform. This government assurance ensures that its incredible growth and accessibility for the common user will continue unimpeded.
