The suspect was identified as Dmytro Vasylchenkov, a Ukrainian citizen born in Moscow. Investigators say he had previously lived in Ryazan and for years in Bakhmut in eastern Ukraine and had a criminal record. Reports indicate he had Russian bank accounts and traveled to Russia in 2016; officials have noted anti-Ukrainian and antisemitic posts online and statements denying Ukraine's right to exist, fueling questions about a possible external direction of the attack.
President Volodymyr Zelenskyy described the attack as tragic and said police and security services are working to determine motives. Kyiv's central district was briefly sealed off as detectives questioned witnesses and reviewed surveillance footage. While investigators probe possible links to Russia, officials cautioned that there was no definitive conclusion yet about external direction of the assault.
