A major focus this season is a strict crackdown on time-wasting. Referees will now initiate a five-second countdown for players during throw-ins and goal-kicks. Should a player exceed this time limit once the countdown is enforced, the consequences are immediate: a goal-kick will become a corner, and a throw-in will be reversed. This new directive is designed to keep the ball in play and maintain the game's flow.
Further measures to combat time-wasting include changes to how injury stoppages are handled. Previously, an injured player had to leave the pitch for 30 seconds. This has now been extended to a full minute, with exceptions only for injuries resulting from a foul that incurred a card or in other unusual circumstances. Goalkeepers attempting "tactical timeouts" by going down injured will also face new scrutiny; if they do, another outfield player from their team must leave the pitch for one minute. Substitutions will also be under the microscope, with players now expected to exit the field within 10 seconds. Failure to do so will mean their replacement cannot enter play for an additional minute, adding pressure to make quick changes.
The Video Assistant Referee (VAR) system is also receiving updates. VARs will now have the authority to intervene on second yellow cards if they determine an error was made in the initial decision. However, their power is limited; they cannot instruct a referee to issue a second yellow card if one was not originally shown. These changes aim to enhance fairness and consistency without over-interfering with the on-field officiating.
