US OKs $686M F-16 Upgrade for Pakistan Amid Tensions with India
The United States approves a $686 million package to modernize Pakistan's F-16 fleet, boosting avionics and data links to bolster interoperability.
The Defense Security Cooperation Agency has notified Congress of a $686 million sustainment and modernization package for Pakistan's F-16 fighter jet fleet, with upgrades slated to extend their service life into 2040. The package prioritizes avionics upgrades, cryptographic modules like AN/APX-126 Identification Friend or Foe systems, mission-planning software, spare parts, simulators, training, and logistical support from contractors such as Lockheed Martin in Fort Worth, Texas. Of the total, about $37 million covers defense equipment, including 92 Link-16 tactical data link systems for secure, real-time battlefield data sharing with US and NATO forces, along with six inert Mk-82 500-pound bomb bodies for integration testing. The bulk—$649 million—funds the core upgrades, ensuring the Block 52 and Mid-Life Update F-16 variants receive enhancements that address critical flight safety concerns and sustain interoperability in counterterrorism operations and joint exercises.
Officials emphasize that the sale adds no new offensive capabilities and involves no additional US personnel on Pakistani soil. They also contend it will not alter the basic military balance in the region, a nod to sensitivities in neighboring states. The package is described as vital to US national security, reinforcing ties with Pakistan, a Major Non-NATO Ally, and supporting ongoing interoperability with the US Air Force.
This move fits into a long-running sequence of F-16-related engagements dating back to post-9/11 counterterrorism efforts. Earlier deals included 2016’s sale of eight Block 52A/B jets and 2006’s Peace Drive I, which delivered 18 F-16Cs and Ds with missiles for testing and training. Congressional review typically spans 30 days, after which the administration may proceed with the arrangement if there are no objections.
