Parliament OKs Higher Tobacco Excise, Launches Health Security Cess Bill
Lawmakers approve a Health Security and National Security Cess on pan masala production and raise tobacco excise, shaping Centre’s health and security funding plan.
On Day 5 of the Winter session, the Lok Sabha is set to take up the Health Security and National Security Cess Bill, 2025 for further consideration and passage. Finance Minister Nirmala Sitharaman introduced the Bill on Thursday, kicking off the Centre’s reform agenda for Parliament’s Winter session. The proposed law would levy a cess on machines used or processes in the manufacture of pan masala to fund India’s health and national security efforts. This move comes as part of a broader push to shore up public health funding and national security measures through targeted levies.
Health and National Security Cess, as outlined, would be levied on the production capacity of pan masala units in addition to the existing 40% GST. The government has stated that revenues from the cess will be shared with states, ensuring a wider fiscal impact. The Finance Minister underscored that the measure is aimed at financing health initiatives and security programs without abruptly broadening the tax base beyond the targeted sector.
Provisions of the Bill are expected to come into effect once the GST compensation cess currently levied on tobacco ends. In related notes during the session, officials clarified that the Health Security se National Security cess is not intended for essential commodities, and revenue sharing with the states will be part of the framework. The Parliament’s approval signals a deliberate priority shift toward funding health security and national resilience through sector-specific levies.
