47.7 Lakh Voters Excluded from Delhi's Draft Electoral Roll!

Delhi's draft electoral roll has just been published, revealing a significant exclusion: a staggering 47.7 lakh (4.77 million) electors out of the city's 1.45 crore voters do not appear on the list. This crucial update, released on Monday, August 31, 2026, has sparked concerns among residents about their voting rights. The Delhi chief electoral officer has announced that those whose names are missing have a critical window to act.

They can file their claims until September 30 by submitting Form 6 along with necessary supporting documents. The final electoral roll is slated for release on November 4, making timely action essential for anyone wishing to vote in upcoming elections. The exclusion of such a large number of voters stems from a Special Intensive Revision (SIR) process.

This house-to-house enumeration exercise, conducted between June 30 and August 17, aimed to digitize voter information.

During this process, approximately 97.5 lakh electors had their forms received and digitized. The remaining 47.7 lakh individuals were categorized as "uncollectable" under Absent, Shifted, Dead, Duplicate, and Others (ASDDO) and consequently, were not included in the draft roll.

The digitization rate varied significantly across Delhi's 70 Assembly constituencies. Rohini recorded the highest rate, with 83.43% of its electors' forms digitized, while Tughlakabad saw the lowest at 52.15%. This disparity highlights potential inconsistencies in the enumeration process.

Concerns have also been raised regarding vulnerable populations, particularly the city's homeless, who fear deletion from the electoral roll due to a lack of proper identification or papers. Additionally, Booth Level Officers (BLOs) have flagged training gaps, which may have contributed to the challenges faced during the enumeration exercise.

Those whose forms were not received during the initial house-to-house survey are strongly encouraged to utilize the claims and objections process to secure their inclusion.
