A new manifesto released ahead of upcoming political reforms calls for an internal reservation policy to ensure Dalit women are represented in governance at every level—from local bodies to the State Legislative Assembly. The Dalit Women’s Rights and Financial Independence Manifesto, 2026 argues that meaningful power sharing requires reserved slots within decision-making bodies, alongside measures to uplift Dalit women as producers in the economy.
Among its bold proposals is the creation of a high-powered land recovery commission charged with recovering 'panchami' land within 100 days of government formation and redistributing it to landless Dalit women. The plan envisions replacing precarious tenancy with secure ownership for those whose families have long been denied land rights, reflecting a broader push for financial independence.
Another core pillar is housing assistance. The manifesto urges that homeless Dalit women in settlements be given priority in allotments of individual apartments or concrete houses, addressing a chronic gap between rights and access to shelter.
Brought out by former IAS officer and writer P. Sivakami on behalf of the All India Forum for Women Intellect, the document frames internal reservation not as a temporary fix but as a foundational step to restructure governance and economy in favor of Dalit women. It positions representation, land rights, and housing as interconnected components of empowerment, aiming to transform Dalit women into producers in the workforce and decision-makers in public life.
