These aren't isolated incidents; they are symptoms of a fundamentally flawed policy. Having a uniform rent cap for both urban centers like Kochi and rural areas makes it impossible to secure safe, well-maintained buildings for these kids. Consequently, operators are forced into cheap, dilapidated rented spaces surrounded by hazards.
