UN Watchdog Eyes Iran Sanctions! Major Powers Push for UNSC Referral

The United States, Britain, France, and Germany have drafted a critical resolution, currently under consideration by the Board of Governors of the U.N. nuclear watchdog, the International Atomic Energy Agency (IAEA). This resolution aims to refer Iran to the U.N. Security Council for its alleged failure to adhere to nuclear nonproliferation obligations.

This diplomatic move signifies a heightened level of international concern over Iran's nuclear activities.

Under the Nuclear Non-Proliferation Treaty, Iran is legally obligated to declare all its nuclear materials and activities.

It must also permit inspectors from the Vienna-based IAEA to verify that none of its nuclear programs are being diverted for non-peaceful uses. This obligation is central to preventing the spread of nuclear weapons.

The push for this resolution gained momentum following an incident in June 2025. At that time, the IAEA board declared Iran officially in noncompliance with its nonproliferation obligations for the first time in two decades. This declaration notably occurred just one day before the U.S. and Israel reportedly launched attacks against Iranian nuclear sites, indicating a dramatic escalation of tensions.

Referring Iran to the U.N. Security Council would elevate the matter to a body capable of enacting legally binding measures, which could include severe international sanctions or asset freezes. However, the prospect of specific punitive actions by the U.N. remains uncertain.

Iran's close allies, Russia and China, both hold veto power within the U.N. Security Council, making it challenging to pass resolutions that might impose harsh penalties without their approval.

The draft resolution, which has been reviewed by The Associated Press and reported by Reuters, explicitly requests IAEA Director General Rafael Grossi to transmit this resolution, along with previously adopted ones, to all member states of the Agency, and to the Security Council and the General Assembly of the United Nations. This transmission is to be done in accordance with the relevant provisions of the IAEA Statute, ensuring broad awareness and official acknowledgment of the situation.

Furthermore, the resolution emphasizes strong support for a diplomatic solution to the challenges posed by Iran's nuclear program.

It highlights the importance of addressing the implications for regional peace and stability, ultimately aiming for an agreement that resolves all international concerns related to Iran's nuclear activities.

The resolution also encourages all involved parties to engage constructively in diplomatic efforts to achieve this outcome. The draft resolution is still reportedly under negotiation, indicating ongoing discussions among the involved nations.
