South Korea has announced an ambitious industrial strategy, pledging a massive investment of over $576 billion to secure global dominance in semiconductors and artificial intelligence. Unveiled by President Lee Jae Myung on Monday, June 29, 2026, the plan aims to lock in overwhelming industrial strength and drive more balanced economic growth across the nation.
The monumental initiative is spearheaded by the country's tech giants, Samsung Electronics and SK Hynix, who together will inject 800 trillion won (approximately $518.30 billion) alongside suppliers. This substantial capital will be used to construct two brand-new chip fabrication sites in South Korea's southwestern region, marking a significant push to expand beyond existing tech hubs.
President Lee, flanked by the chiefs of the world's two largest memory chipmakers, characterized the investment as a "great leap forward." He emphasized its focus on the "triple axis" of semiconductors, physical AI, and data centers, stating, "We must secure the core elements of AI faster than any other country." This strategic move also aligns with President Lee's commitment to narrowing regional disparities and revitalizing economies outside the bustling Seoul metropolitan area.
Further investment is set to bolster these efforts. Industry Minister Kim Jung-kwan confirmed that the southwestern city of Gwangju and South Jeolla province will contribute an additional 5-20 trillion won to the projects. Moreover, an 81 trillion won investment is anticipated for a dedicated chip packaging cluster in the Chungcheong area, located near Seoul, indicating a broad national effort.
The urgency behind this massive outlay stems from the rapidly escalating global demand for semiconductors, particularly for advanced AI applications. Minister Kim highlighted the need to swiftly complete existing production hubs while simultaneously securing "overwhelming production capacity in advance through large-scale new investments." He noted that current sites, such as those in Yongin and Pyeongtaek, have already reached their operational limits.
The southwestern region, chosen for its abundant and underused power resources, is slated to host major new chip production clusters. This strategic decentralization is key to the President's vision for national economic revitalization. The focus will include high-bandwidth memory (HBM) chips, where Samsung Electronics and SK Hynix are already leading global producers, positioning South Korea at the forefront of the next generation of AI hardware.
