The meeting at the Shell Bay Club in Hallandale Beach included the secretary of state, Marco Rubio, Steve Witkoff and Jared Kushner, who sat down with a Kyiv delegation to discuss revisions to a 28-point plan long criticized as weighted toward Russian demands.
Rubio said the end goal is not just an end to the fighting but a peace that preserves Ukraine’s sovereignty and provides real prosperity, while Ukraine’s Rustem Umerov emphasized that US support and cooperation are crucial as Kyiv pursues a just peace.
As negotiators worked, casualties continued in Ukraine: at least six people were killed and dozens wounded over the weekend following Russian drone and missile strikes. A Ukrainian security source cited an incident in which Kyiv was linked to naval drone activity against two oil tankers off Turkey’s Black Sea coast, illustrating how the conflict’s reach remains international and volatile.
The talks come ahead of planned US-Moscow discussions on the framework this week, with Kyiv seeking guarantees that any settlement would be durable and that Ukraine would remain sovereign, independent, and secure. The session underlined a broader strategy: push for revisions to the plan that balance security with diplomacy, and keep allies aligned around a path to peace. Rubio said the end goal is not just the end of the war but securing an end that leaves Ukraine sovereign and independent with opportunity at real prosperity. Umerov added gratitude for US efforts and reiterated Kyiv’s willingness to work with Washington toward that aim.
While the immediate outcome remains uncertain, the Florida gathering signals continued diplomatic momentum as both sides navigate a tense weekend that reminded observers that the war’s conclusion will require sustained international engagement and tough choices.
