India’s External Affairs Minister S. Jaishankar engaged in crucial discussions with Russian Foreign Minister Sergey Lavrov in Manila, Philippines, addressing a range of pressing issues including the tragic deaths of four Indian seafarers in the Black Sea. The meeting, held on the sidelines of ASEAN-related conferences, saw Jaishankar convey India’s "grave concerns and unequivocal condemnation" regarding the attack on a merchant vessel, which occurred as it was departing the Ukrainian port of Odesa.
This incident marks the first time Indian seafarers have lost their lives in the ongoing Russia-Ukraine conflict. The Indian side emphatically stressed that such attacks severely compromise the safety, security, and stability of international maritime commerce. Russia was urged to cease targeting commercial shipping to prevent further loss of innocent civilian lives.
Beyond this immediate humanitarian concern, the two top diplomats reviewed the comprehensive aspects of their bilateral partnership. Discussions encompassed vital areas such as trade and investment, energy collaboration, connectivity projects, scientific and technological advancements, and mobility.
The global geopolitical landscape also featured prominently in their talks. Jaishankar and Lavrov exchanged views on the protracted Ukraine conflict and the evolving situation in the Gulf. India has consistently advocated for dialogue and diplomacy as the sole viable path to resolve the conflict, which began with Russia’s invasion of Ukraine in February 2022. Prime Minister Narendra Modi has repeatedly articulated that "this is not the era of war" and that peace talks cannot succeed "under the shadow of the gun."
India has also continuously highlighted the significant economic burden the war imposes on the Global South, particularly through its disruptive impact on fuel, fertiliser, and food supply chains. The discussions in Manila underscore India's commitment to protecting its citizens and promoting international peace and stability amidst complex global challenges.
