Major changes are sweeping across England's private rental sector as local councils gain significant new powers to tackle negligent landlords. From Monday, authorities can now impose fines of up to £7,000 on landlords who fail to address serious health and safety hazards in their properties. This move aims to improve housing quality and protect tenants from dangerous living conditions.
The new enforcement powers target a range of critical issues, including severe damp and mould, freezing temperatures, structural problems, fire risks, and faulty electrics. Housing Secretary Steve Reed has actively encouraged mayors and councils across the country to utilize these enhanced capabilities, stressing the importance of providing renters with a safe and secure place to live.
These fines are not entirely new territory but build upon existing council measures, which include forcing repairs, carrying out emergency works, and recovering costs from non-compliant landlords. Mr. Reed highlighted that the landmark Renters' Rights Act is behind these changes, giving councils more options to take swift action against "rogue landlords" and ensure no family has to endure conditions like severe damp or mould.
Adding to this overhaul, the Government has also updated the Housing Health and Safety Rating System (HHSRS) in England. Effective from Tuesday, this revised framework is designed to make it simpler and quicker for councils to identify risks and intervene effectively, ultimately safeguarding tenants across all types of rental housing.
Ben Twomey, Chief Executive of Generation Rent, welcomed the development, stating that "Homes are the foundations of our lives, and no renter should have to live alongside mould, dampness and other risks to our health." He emphasized that while the new fining power is an "essential step," its success hinges on councils actively seeking out and taking action against landlords who disregard unsafe conditions. This initiative marks a crucial step towards elevating the standard of rented homes throughout England.
