The United Nations Security Council is at a crossroads as Washington presses for swift adoption of a Gaza ceasefire plan and Moscow rolls out a rival draft. Early indications suggest the council could be asked to vote next week, with nine votes needed for passage and Russia and China likely abstaining rather than vetoing. The moment tests how far the council will go to back a U.S.-led framework amid a fragile ceasefire and mounting humanitarian needs.
The U.S. draft endorses a 20-point ceasefire plan and establishes a Board of Peace to run a transitional governing authority in Gaza, chaired by Donald Trump. It would also authorize an international stabilisation force with a broad mandate, including border oversight, security provision, and demilitarisation, to support the ceasefire and governance efforts.
In contrast, the Russian proposal omits the board of peace and immediate deployment of a stabilisation force. It calls on the UN secretary-general to present options for deploying an international stabilisation force but refrains from naming Mr. Trump or detailing a transitional authority, offering a more pared-back framework.
Eight countries—Qatar, Egypt, United Arab Emirates, Saudi Arabia, Indonesia, Pakistan, Jordan, and Türkiye—expressed support for the Security Council resolution and urged swift adoption. One of the eight, Pakistan, sits on the Security Council, underscoring how diplomacy on the text is braided with regional alliances and power dynamics as negotiators work to reconcile divergent positions.
The outcome will influence humanitarian relief, regional security, and the broader debate over governance for Gaza. With differing visions for leadership, self-determination, and international involvement, council members face a high-stakes decision that could set the tone for future peace efforts in the Middle East.
