Mumbai hostage drama tied to unpaid dues in Swachhata Monitor project
New details emerge as Rohit Arya, once behind Maharashtra’s Swachhata Monitor, is linked to a 3.5-hour hostage incident involving 17 children amid disputes over unpaid dues.
In Mumbai, a man identified as Rohit Arya held 17 children in a studio for about 3.5 hours, issuing demands and warnings to the police before the rescue. Arya, who had been involved in school cleanliness campaigns tied to a government initiative, had previously worked as Project Director for PLA Swachhata Monitor, which the state’s Primary Education department adopted in 2022 under the Majhi Shala, Sundar Shala program.
Questions are now surfacing about payments Arya claimed he was owed for his work on Swachhata Monitor. The Maharashtra government’s school education department stated that Arya did not back his dues with the necessary documents, adding that he also charged registration fees from several schools for participation in Swachhata Monitor 2024-25. Officials said the budget Arya submitted for the drive was vague and lacked proper documentation. The charges and the missing paperwork come as the department faced scrutiny over credit and compensation for his work.
During a video statement shown after the incident, Arya described his stance: “Instead of dying by suicide, I have made some plans and have accordingly held the children hostage here. My demands are not many…my demands are simple and moral and ethical… I want answers from some people and answers to counter-questions that might crop up from their answers, but I want answers to my questions. I am not a terrorist and do not have any monetary demands and my demands are not immoral at all,” he said. “I want simple conversations for which I have taken these children hostage. I have done this in accordance with a plan.”
Arya’s background included running short films and school cleanliness campaigns for Maharashtra schools and working with former education minister Deepak Kesarkar. The district’s police operation eventually ended with the rescue of the children, as investigations into the claimed unpaid dues and Arya’s broader role in the Swachhata Monitor program continue.
