Most of the delays are being blamed on administrative red tape like assistant engineer transfers and vacancies rather than actual building safety, but that is no excuse! With 600 centers lacking their own buildings and struggling with outdated rent caps in urban areas like Kochi, our kids are being tucked away in unsafe, rented shacks surrounded by overgrown thickets and paddy fields.
